The Utility Regulation and Competition Office (OfReg) is charged with consumer protection and works with the service providers to ensure consumer expectations are being met.

OfReg wanted a third-party tool that can be relied upon by both the end-users and the ISPs (Internet Serice Provider). And the tool would establish a service-baseline to confirm consumers are receiving the agreed bandwidth, latency, and QoS.

With the sheer technical expertise and the utmost dedication, our brilliant dev team at Klizo Solutions has developed this tool. With the OfReg Speed Test Tool, OfReg can have a complete view of the network, from the end-user perspective. And it would allow the authorities to dig deeper into problems reported by consumers and take proactive measures to resolve them.

At Klizo Solutions, our skilled development team has created this user-friendly speed test tool that can map out the bandwidth speed, upload and download speed, ping, and jitter of the consumer’s internet connection. 

To turn the entire idea into an effective and fully-functional user-friendly tool, our team of highly qualified and experienced developers has leveraged the power of technologies like PHP, Vue.js, and Node.js. 

The tool will save these speed test results and will record information around the concerned Internet Service Provider (ISP). 

An advanced report referred to as a “traceroute” measures transit delays of packets across an Internet Protocol network. The results are conveyed visually, showing the route taken by data packages, from a consumer device to the NAP of the Americas server (that hosts the Speed Test Tool). 

The Cayman Government will have access to all these reports and accordingly, it can take necessary steps against the intentional actions by the ISP like throttling, limiting bandwidth, manipulating network traffic that leads to degraded internet service and can ensure an uninterrupted experience for consumers. 

Consumers dig for a reliable internet connection in daily life, be it for professional or personal use. Especially, during the new digital economy, when most organizations, businesses, and even governments are forced to work remotely, this step by the Cayman Government is indeed a great one.
